He should treat this as a termination. If he has not done so already, he should apply for unemployment. If he has not already done so, he should seek employment elsewhere.
It sounds like, "You're laid off", was a way for the owner to soften the message, "You're fired". There's no maximum amount of time for which you can be "laid off".
