The staff may attempt to look through the cell phone to determine whose phone it is. If it is found in the possession of a patient, they may also investigate whether the patient used the cell phone and for what purpose. For a greater intrusion, it would be necessary to know their motive and if any harm resulted -- but if the parent is concerned about the discovery of any unlawful activity the parent should anticipate that the police will be able to use any evidence discovered by the hospital in a later legal proceeding.
If the parent had even basic password protection, then the issue of access or people going through the phone should not be an issue. If they did not, or if the child knew how to access the phone, the hospital may be wondering if the phone was in fact left accidentally.
