As nothing was stolen, there's not a criminal case to be made. With no economic damages, there's not much point to a civil suit.
If the plumber was the employee of a plumbing service, the employer should discipline and would likely fire the plumber if made aware of the snooping. If the plumber was operating his own business, there's always the option of posting negative reviews. For any such report or review, the homeowner will want to preserve a copy of the video that clearly shows the plumber committing the described acts.
