There is no state that forbids children from sharing a bedroom. That is true even if the children are opposite sex. That is true without regard for age.
In a custody case, a court can consider a parent's request that the children be ordered to have their own bedrooms, and the rationale that the parent making the request presents as to why the children might be harmed by sharing a bedroom, but it's an uphill battle. If the children are being provided with a safe, appropriate environment, shared bedroom or no, the court is not supposed to punish a parent for lacking the means to provide an environment that the other parent considers to be ideal.
