    Parking Ticket at an Airport
I just dropped someone off at the Honolulu Airport. I pulled over at departures. Turned off the car. And helped my friend get his bags out of the hatch of the car. We were standing on the curb, next to the back passenger fender of the car. We hugged. Said our goodbyes. And I pointed him in the direction of his ticket counters. That was it. He was running late so there wasn't anything long and drawn out, and nothing any different than the other several cars there.

As I got in the car to leave, a security man approached and said he was writing me a ticket. I think my first words were pardon? Followed by, for what?? His English was very broken, but he said for leaving my vehicle unattended. What!?? I was right there the entire time! He insisted he didn't see me. I was completely floored at this point. He said he waited and waited and asked everyone around. Clearly he was lying! I was right there in plain site. And I was refusing the ticket. This was just ludacris! He kept saying I wasn't there when I clearly was. Not only was he basically saying I was lying, but was accusing me of something I didn't do. It was frustrating and infuriating! So I asked to talk to his boss or at least someone who spoke English, because he made very little sense. Without checking, he said his boss was busy. I told him this whole thing was unacceptable...

The last thing he said was okay okay. That was it. And he walked away. Okay okay. I sat there in park not knowing what that meant. I sat there for 5 minutes on the clock and watched him get back on his Segway and scoot off to harass another vehicle. After sitting there, I finally left. But now what? Is there anything damaging he can do?? Nothing was communicated and I don't like open ends.

PS It must have been quota night for PD because we counted 4 pulled over vehicles within a couple miles of the airport...wondering with this guy's overzealous behavior and insane logic if he was trying to make quota too. ??

Were you actually issued a ticket or did he leave without issuing one? If he left without giving you one, odds are you are safe.

He did write a ticket, but he never gave it to me. He walked away with it.

If he never served you with it, I don't see how you can be held accountable if he does actually submit it.

If he didn't give you the actual ticket, there was no "service of process." There is nothing you can do even if you wanted to…you don't know who the plaintiff is or what the charges are.

What makes you think there is a "plaintiff" or "service of process" in this action. The airport parking regs are offenses under the Hawaiian penal code (i.e., crimes) not some civil action. Still the charges need to be delivered to the defendant either via summons or citation or by a complaint leading to a formal warrant.

There is ALWAYS a "plaintiff" and "service of process" in both civil and criminal actions. In criminal actions the "plaintiff" is the State (or the people) and "service of process" is the delivering (whether by mail or in person) the "summons or citation" (complaint) to the defendant.

We're assuming the best about people here.

The "agent" or whatever he was could certainly move along as if he HAD placed the violation on the vehicle and the OP will not know until he gets the late notice. It does happen, I've been the victim of this, although not in Hawaii.

Only by analogy. In fact, in the legal sense of the word, the plaintiff would be what would be called the complainant which isn't necessarily the state. Further, there's no requirement for any SERVICE to me made. The criminal is just arrested, his notification of the complaint against him is delivered in court.

So what scenarios am I looking at?? 1) It just goes away 2) It gets mailed to me 3) I get a warrant for my arrest??? Is this what I'm gathering?
