New Roommate Has Not Paid the Security Deposit
A group of young women rent an apartment together. From time to time, one will move out and be replaced. When that happens, the practice has been for the new roommate to pay the departing roommate's share of the security deposit directly to that roommate. The landlord approves the change of roommate, with the landlord's security deposit to be refunded when everybody moves out.
A new roommate was approved and moved in, and she was supposed to pay the security deposit to the departing roommate, but she has failed to do so. The other remaining roommates say that they don't want to get into the middle of things. How can the roommate who moved out get the money?

From what you have told us, her recourse is through small claims court.
