Canadian Citizenship for a Child Born in the U.S. to Canadian Parents
If your parents are Canadian, but you're born and raised in the United States, are you automatically a Canadian citizen?

It's not automatic -- you have to go through a registration process. Also, Canada has rules limiting automatic citizenship for the children of people who are born and raised outside of the U.S., so if his parents have never lived in Canada that may be an impediment to his application. Canada's rules are summarized here. This is a U.S. board, and your question is one of Canadian immigration law, so he should look for a Canadian immigration lawyer or forum.
