How to Find Out if a Former Employer Revoked Your H1B Visa
An employee was in the U.S. on a H1B visa. They later returned home, found a new job, and came back into the U.S. for the new employer on a L1 visa. They now have the opportunity for a H1B position and they want to know if their prior H1B visa petition valid so that they may transfer the visa. How can they find out if it's still valid?

I suspect that the issue here relates to start dates and the H1B cap, correct? Because if those are not the issue, then the change of status from L1 to H1B is pretty routine.

On the positive side, most employers don't bother to revoke a H1B petition after an employee resigns. On the negative side, there is no mechanism by which an employee can check the status of a petition that was filed by their former employer -- it's not their petition, and it's not part of their immigration file.
