    To divorce this from the discussion of the inability of finding a lawyer. You have two options for venue: either the county YOU reside in or the county the spouse is residing in. Dalles, OR is right out as it appears that is neither. (There is slight exception in Oregon law if the wedding took place and the reason for dissolution is something like bigamy or one of the other prohibited/voidable reasons).
    Note that if you want to move to venue shop, you must reside in the new location for six months before you avail yoruself of the courts there.

    As to CHANGING venue;

    wanting to to change venue suggests an action has already been initiated in some venue. If you wish to change the venue to another county within the state the action is already filed; possible if there is some basis the new venue is proper for some reason

    as to changing venue to a different state; not happening. You would seek to dismiss the original action in the one state and file a new action in the new state. Of course if the other party contests dismissing the original suit it may not be possible to do so.
