U.S. Laws on Running TOR Services
what the US law says about running TOR hidden services and hosting those for another person who pays for the hosting? what is the legal responsibility of the server owner who provides hosting services to the sites he hosts?
and what is the legal responsibility of a site owner to the actions of its users? like if he runs somekind of forum as TOR hidden service that its subject isn't about something illegal like drugs and some users use the anonymous platform for illegal activities does the US law will see him as responsible for the illegal acts?.
i don't live in the US and never was in the US but my question is relevant for the US cause of the location of the server.

Laws in the U.S. are different in each state, so you and the person who would be assisting you should consult a lawyer in that specific state to learn how the laws of that state will affect your plan.
Given that all TOR users show the IP addresses of their exit node operators, an exit node operator may be subject to investigation and potential liability for any Tor user's wrongful or unlawful conduct. Even in terms of federal law, you and this other person should discuss your specific plan and goals with a lawyer.

can you tell me what the laws you know about this issue in some specific state? i am not asking for an answer for every state but just for some specific state and preferably the one with laws that is more forgiving for the hosting provider or site owner.

If you want to know the laws of every state, get out your checkbook and hire a lawyer to spend dozens to hundreds of hours investigating for you.

No. There's no state that is going to give you immunity for illegal activity.

Unfortunately, I'm not able to answer your question regarding the law, and I'm not sure if it would be possible for anyone on here to know, as you said you are not located in the US. However, the regular World Wide Web offers plenty of opportunities to create forums about virtually anything. Some can even be created for free. I have a sociology degree, and in my classes on crime and the law, there was some discussion of the dark web. The dark web doesn't attract the same types of people that you find on the clear web. It often attracts people that are looking to hide something, and often (possibly most of the time) that something they're hiding is criminal activity. Sure, there are probably people on there that aren't up to anything, but a very high proportion of them are. I suspect it is very likely that your forum would become filled with all sorts of criminal activity and discussions of things that would simply make your stomach turn. It isn't just drugs either that they're hiding. There are perverts, hackers, con artists, radical muslims, serial killers, and all sorts of dangerous folks lurking around on the dark web. While this doesn't directly answer your question, you may want to seriously reconsider starting a website that would essentially be an anonymous chat room filled with criminals of all shapes and sizes.
I'd definitely just stick with Wordpress and other clear web hosting services if I were you :)
