Ticketed for a Parking Violation But I Did Not See the Parking Sign
My question involves a traffic ticket from the state of: California city of Seal Beach. When we are driving going to the beach, me and my wife saw the "entrance sign" for the parking but there is no '"Pay Parking Sign" where we drive in. But if we go to the other direction you could see it. Since this is our first time in the area so basically look for space to park and headed to the beach. We did not pay the parking fees because we did not see the signs. When we went back to our vehicle, saw the ticket on my windsheild.
I wrote a request for Administrative review for my case and told them my real story but they still want me to pay the fees. This is the result, (No person shall park a motor vehicle in a motor vehicle parking lot without a valid parking permit properly dislalyed on the dashboard).
My question is if I go to this Hearing, base on my true story, do I have a chance of either waive my fees or at least reduce it down, or just pay the $48.00 fees? Is there way out of it?

There is always a CHANCE, but no guarantee, of course. The question might be whether or not it will cost you more than the $48 to take the time off of work and drive down to contest the parking cite.
And, are there other signs that indicate you have to pay for parking? Even if there is not such a sign at the entrance you used, if there are signs indicating that you must display a parking permit and these signs are present and legible in a place you could have reasonably viewed them, then you will likely lose.

I can choose a Hearing by Written Declaration so I dont have to take a days off.
When we went to that entrance after making a right turn, it goes to a downhill ramp and have a stop sign. It will be nice to put a "Pay Parking Sign" there since it is a stop sign. Then all vehhicle have to make a right turn again. If we drove straight, we can see the pay station but unfortunately we make that turn and saw a parking spot right away, so we park our vehicle then headed to the beach. There is 2 pay station which is not really visible. You have to really look for it to be able to see it. Even my wife was seating in front passenger side did not see it. And this is just honest mistake and dont know if the Judge will accept this mistake. Thanks
