can he be extradited
Is it possible? Yes. Is it likely? No.

A warrant remains valid until it is withdrawn, which in most cases does not happen until the defendant appears in court.

is there a statue of limitations
The statute of limitations stops running once charges are filed.
A criminal defense lawyer in the county where the charge was filed may be able to provide details about the charge, and find out what sort of resolution the prosecutor is willing to offer.
