No. That's not how mugshots work, nor is it what they're for.
The person can check with the issuing agencies about what documentation they would require to issue replacement ID.
If either of them have a relative living, with ID, that relative can go with them to get a copy of their birth certificate. Once they have their birth certificate they can get a copy of their social security number. Once they get a copy of their social security number they can use that and the birth certificate to get a replacement state ID.
Everything starts with the birth certificate so if they have no living relatives, contact the vital records department in the appropriate area to see what else might be able to be done.
It would help if we know what state we're talking about. When I lost my wallet a few years back (or at least I thought I did), I found making a police report on the loss and having a copy of that opened a lot of doors at the DMV, etc... when getting things replaced. I certainly needed neither a birth certificate nor SS card to do it all.
