Neighbor Complains a Lot About Noise
My question involves civil rights in the State of: Connecticut.
Hi guys, this my first question here on this forum,
we just finished our finals and a couple of my friends come to hang out in my apartment but we don't have music or dancing or non of that stuff.
all we do is set down and talk that;s it. and apparently that's too loud?
i am a foreigner and i don't know what the rules are but i don't think that my neighbor has a right to keep telling the security office at where i am living and they keep harrasing us, they came twice and he said that the next time he is going to call the police. I don't want to do anything rash so i am asking if they have grounds to give me a ticket or not?
lets say he calls the police, will they investigate or just give me a ticket at my neighbors word?
if lets say he does give me a ticket how much is it? in Hartford, ct?

Unless the level of noise violates an ordinance they are not going to write a citation. They are not going to issue a citation on the word of the neighbor.

How many people were in your apartment?

sorry about that. there were about 9 people in the apartment no drinks or recritational drugs this happened from 10 to 11 pm then i guess she or he sleeps !

First of all, think of common decency here. 10-11pm at night with 9 people is absurd, especially in an apartment complex.
According the Hartford CT law, they have instituted a noice ordinance. Read it, learn it, and be more respectful towards your neighbors.
If the police continuously get called out to your specific apartment at those hours, you can expect a court date.

Hartford has a pretty tough noise ordnance. The police can issue a ticket or citation from a complaint or on their own. The penalties are:

A person who violates any provision of this chapter shall be summoned or brought to community court pursuant to G.S. § 51-181c. A person who is summoned or brought before the community court cannot invoke any of the appeal rights provided by section 1-5 of the Hartford Municipal Code. The superior court judge assigned to the community court may impose a penalty of community service, a fine up to ninety dollars ($90.00) or a jail sentence up to twenty-five (25) days to any person who is convicted of violating any provision of this chapter.

The night time noise levels are only 45dBA as measured in your neighbor's unit.

Commercial .....55 dBA
Residential/day .....55 dBA
Residential/night .....45 dBA
45dBA is basically no background noise like in a theater.

Then the police would certainly have grounds to give you a citation.
9 people talking at 10 to 11 at night is enough to wake the dead.

And just to point something else out, the fact that you consider this harassment is just....mind boggling to me. Are you honestly that ignorant to believe 9 people in a single apartment at 10PM talking, doesn't warrant them to make a complaint? Being a "foreigner" who "doesn't know the rules" is no excuse for completely lacking the common sense of being a decent neighbor.
Honestly, you should be thanking the complex's security for not calling the police right away.

thats a very ambiguous statement with no true means of giving it proper weight. Actually the reference is to the background noise in a theater. If there is no background noise and if the movie is not playing the sound level would be very low, like in the sound of a fan (at most) level.
Regardless, unless somebody has a dB meter in their pocket it will be extremely difficult to convict on such a law that requires a factual statement. The intensity is highly dependent on the distance from the source as well as consideration given any interference between the source and the reciever. Even the amount and direction of air will alter the intensity of the sound.
I do not see 9-10 people as necessarily indicating any particular level of sound. The fact it is more noticeable when it is the only source of sound does not equate to it exceeding the states limits.
