California MIP Punishment

Does anyone know on Minor in Possession (.07) charge the possible punishments? There are rumors that something new in January 07 regarding loosing driver's license even though minor was not driving or in a car even - just walking on a public street. All I can find is a possible $250 fine and/or 24-32 hours community service.

I did not find anything new that had passed pertaining to this issue.
