    My question involves criminal law for the state of: Arkansas
    Can a certified law enforcement officer obtain an arrest warrant by listening to a terroristic threat on a cell phone voicemail?

    A warrant is issued by a court based on probable cause the crime alleged has been committed by the named party. If the statements heard are considered credible and the alleged criminal is indentifiable, then yes, that could very well be adequate to obtain an arrest warrant.

    Sure. If what he heard was sufficient to provide probable cause to believe a crime was committed, of course it could be. It all depends on the details and the totality of the circumstances ... and, of course, the opinion of the judge issuing the warrant.
