    When I child turns 18, can her parents refuse to give her documents in there possession if she has requested them from them?
    Social Security Card and Certified Birth Certificate

    Certainly they can. If the parents won't help, the child can contact vital records in whatever state this is and get a new birth certificate and then go to the SSA for a new SS card.

    Depending on what state you live in it may take several weeks to receive a copy of the virth certificate and there is a fee for it. If you have a unexpired state drivers license with correct information on it you can also use that. For social security card it usually takes 10 days from the time you go into your local field office to receive it in the mail. The info at the link below may help.
