Can You Sever Parental Rights Based on Non-Contact
My question involves a child custody case from the State of: California

My childrens father has been out of their life for the last 3 years. He voluntarily revoked his visitation and has not paid child support as it was set at 0$ about 4 years ago. Recently I had received paperwork in the mail that the department of child support services has reevaluated the case and are requesting him to pay child support again. A few days ago him and his new wife showed up at my door requesting to speak with me regarding this paperwork. My question is how can I have his rights as a parent severed all together both of my children are teenagers.

You can neither remove his rights nor obligations, and the State won't allow it, either.

If you are remarried, you can explore the possibility of stepparent adoption.

Unless Ms. Serena has a husband willing to go forward with a stepparent adoption. Oh - the kids will likely have to consent, too.
