Use of Publicly Available Health Insurance Policy Information for Commercial Purposes
We are business interested in using publicly available Medical Policy information(like coverage and benefits) for commercial purposes(it will also be transferred to third-parties), as I understand this is not considered, protected information.
are we allowed to use this information without prior consent of the insurer body?

A lot depends on the nature of your business, what you mean by commercial purposes, what you mean by transfer to third parties, what or who those parties are, how those parties will use the information, etc, etc.
Now you have some idea how complex copyright law is.
You should have a copyright attorney review the "publicly available information" to determine whether you can use it without consent of the owners.
A "general" answer to your question is: If you have to ask the question, get consent.
