If you are in CA then it is a lot less likely that any action would be taken against the property owner or others on the property unless they are shown to be actively engaged in or profiting from any drug dealing or manufacturing by the offending party.
But, simply calling and reporting him won't allow the police to come into the home and search his room. You can always contact the local drug task force and give them his information and they might take a look at him at some point ... maybe. But, since the state of CA gutted the drug task forces over the last few years and recently turned possession into low grade misdemeanor offenses, they may not have the resources or the inclination to do much unless he is dealing out of the house.

I question those noble motives of yours. They sound a lot more like spleen against your brother and your mother's favoritism of him than they do of genuine concern for your brother's health and well being. You are trying to be the family member who has it all together coming back to try to fix the dysfunction of the rest of their family. Which in itself is remarkably common, but only works after you've gotten away.
You should get out, you should get established on your own, with your own utilities, your own place, your own possessions in that place. Then get yourself some counseling. The counselor may help you realize that you can't fix your brother or your mother, and that any determination you have to do so will certainly end if you make a call in on them right now. "But he's doing drugs!" is a frequent rationalization for issues that may be as simple as "mom always liked you best!" and a way to work out your issues with your brother. And nowdays, with the war on drugs somewhat pulled back, it might not play out as a really big deal, but it will definitely end your relationship with your mother and brother, because they're going to be really really angry with you.
