As far as I'm concerned, anyone who parks in a spot that is as clearly marked as a handicapped spot as that one is, deserves everything they get whether the paint is blue or white or purple or pink.

In my city I'd say about half of the handicapped spaces in town we cannot cite for because they do not meet the current standard of the law, and we choose not to try and guess whether spaces were painted before 7/1/2008 or not. We have noticed the property owners to repaint these spaces so the onus is now upon them.

While common sense may say that, sadly, the law does not always allow us to act on common sense. Though in those places where we have these unenforceable spaces, I still go into the business and ask whose parked in it and why they don't have a placard. That often either spurs someone into action to move it, or, to hang their placard.
