Who Can File Charges for Harassment
My question involves restraining orders in the State of: New York
So my friend recently got calls from a private number saying personal details about her to her fiancé . She believe it was her sister telling people this information. Trying to bother her fiancé. She knows who the caller is. The people who have been calling recently showed up to her fiancé house and were threatening him. Can she file harassment charges on them or can only her fiancé press charges .

- "The people who have been calling...." -- Now you're telling us that it's more than one person.
From that, it appears that your friend has no useful information about who is making the calls.
You have not indicated that your friend has been harassed. If her fiancé feels harassed, he may file a police report. If he fears physical injury as a result of intentional and repeated acts of harassment, the potential charge becomes more serious.

Well a man kept calling her phone over and over again. Her fiancé then answered because he was fed up with the calling that's when the caller then went into detail about personal things about her that only her sister could know. When she confronted her sister her boyfriend said that it was his brother calling and saying these things. She has only met him once briefly. So it all comes back to the sister.

It doesn't matter who it comes BACK to. If the sister didn't make the calls, then there's nothing that anyone can or will do about the sister. The only person in jeopardy for their action is the ACTUAL person making the calls.
