How to Change the Name of a Child Born in Another State
My question involves juvenile law in the State of: Alaska, my son was born in California in 2010. His dad will be in prison for 29 years, due to being a pedophile. This happened in 2012. I got married in 2013. We moved to Alaska because, my husband is in the United States Air Force. We would like to change his last name, which he has his biological father's, to either my maiden name or my husband would like to adopt my son. His biological father has never been in my sons life, although he did sign his birth certificate. The only father he has ever known is my husband.

I'd just go straight for the stepparent adoption.
Dad can't object - well, he can, but he won't get anywhere. You've been in Alaska for long enough to establish residency, so file in Alaska.
