Are you asking whether or not, at the age of 18, there can be an order in which your son's father pays him support directly?
If that is the question, the answer is No.

Child support is payable to the parent.
You failed to identify the state that issued the order, but neither Michigan nor Texas have any provision for child support to be payable to an adult child.

There has never been an order. I have applied for child support through Texas Dept of Health and Human Svcs more tines than I can keep up with over the past 18 yrs and NOTHING has ever become of it.

It's not difficult to get a child support order. If you had problems getting an order, there must be some very odd facts behind your case.
If there has never been a child support order, there is no support to be paid to either the custodial parent or (in the theory of this thread) the child.
Re: Can My Son Get a Child Support Order Awarded to Him when He Turns 18
If you've been receiving cash asistance for the child, the state may be receiving child support that reimburses them what they are out for the support of the child. That will stop when the cash assistance stops. If you're not receiving cash assistance for the child and if child support orders were issued and if he shows up as having an income, you will receive the money they can get get from him for what he hasn't paid. It is possible that there is a child support order for him and you don't know it. Support Enforcement Officers are very busy and if you don't continue to remind them that you need that money, they will forget about it. The child support is for the support of the child and is to be paid to you. If the child is 18, it is for the time before the child turned 18. It is up to you if you keep it or give it to the adult child.

If the child is turning 18 soon the best outcome is the child gets a job.

So...you don't actually know if a support order was issued or not but you don't think one was. Call the family law court in the county where the DCS office you filed through is located to find out if your case ever proceeded to judgment.
If it didn't, you're out of time and out of gas.
As stated above, it isn't difficult to obtain an order for support. If that never happened, and you sat on your hands all of these years, it's a done deal.

Just a hint. It's never smart to use your real name when you're registering on a forum.
