    In NY, it starts on Monday, and in a few others the weeks go by the day of the week you file.

    This discussion and hair splitting isn't helpful or user friendly. In any case, the local "walk in" offices are pretty much a thing of the past in all the states. You have the choice of the telephone system, where you may have to wait in queue for quite a while to file your claim, or the internet, where the information is all provided on line, and you are supposed to read how to do it without having anyone go over the process with you.

    I can honestly say that they probably have worked long and hard to try to make the instructions simple. Some people, especially those who want to over think every answer and every issue will always have a lot harder time dealing with filing this way than by talking to a person, but the basic information is there, including how to make the weekly job searches, how to file weekly claims for benefits (including which day of the week your claim week will start on in your particular state.) Most of them do begin their weeks on Sunday. I suspect that they will in every state's instructions for filing, tell you what day their weeks begin with and how to file the weekly or bi weekly certifications.

    Unemployment programs are set up according to federal regulations, by each of the individual states. They coordinate, they work together, and they exchange ideas about how to make it simpler, give better directions, speed up the call waiting times, etc.

    The things you don't like, the not being able to talk to (and argue with) a living human being, being required to figure out from the written material how to file, and how to register for work and how and when to certify weekly, are pretty much expected to be within the capability of anyone who's capable of filing a claim for themselves after being employed. Several years ago, even before the huge recession began, there was an across the board nationwide move to close down local unemployment sites, and move it all to call centers and centralized locations. That's just the reality of our government financing and how our systems work.

    When I worked in the system, even back when you did speak with a living human being, and we went over the whole program with you, there were still people who completely missed that they had to register for work, or who completely failed to notice that they had to file a weekly certification, or that they didn't understand how to go about answering the questions or dialing the number. I will never forget the guy who was filing each week, and when it would say, 'If you wish to file for a week of benefits, press one" and he'd been pressing one, then hanging up, not waiting for the certification form to come up so he could answer the questions. He wanted to file a complaint too.

    Truth is, the information is probably there, but unlike the many people in your state (not going to fight about exact numbers) who do figure out how it's done, you just failed to read it or comprehend it enough to get your claim started. Your feedback that it's not "user friendly" is not going to bring about any meaningful changes, regardless who you submit a complaint to. As I said, they work pretty hard to try to make it user friendly and easy to comprehend, and it is acceptable to most people, but just because it didn't work for you does not mean you have a big legitimate complaint.

    MARVIN, the state of Michigan's UI system, is very clear that the week starts on Sunday. You are specifically asked on every certification if you are certifying for week beginning Sunday [date] and ending Saturday [date]. What other states do is irrelevant.
