Email Hacked from Another Country

My question involves criminal law for the state of: Illinois

Recently both my email accounts and facebook has been hacked. I have reasons to believe that is someone I know who is living in Europe because I have identified their ip address which pinpoints to the location where the person I know lives.
No damage has been done but still I would like to report since I believe several laws has been violated such as: unauthorized email access. What are my chances, since the person is living in Europe that this will be investigated. As a proof I have their ip address and I know that the person lives there in that area.

Sure, you can report it to the local police. But, I guarantee you that NOTHING will be done with it. They will write a very short report, put it in a box somewhere and it will be done and over with.

This will not be investigated ... even if the person were living in the US, it wouldn't go anywhere unless there was a lot more to what occurred.
