I myself have sometime been vastly annoyed by the behavior of teens or tweens. I once was driving on a semi through street that goes through the middle of our local high school campus after school hours. I did not stop my car and get out and confront them. I called up their coach and pointed out that the behavior was not acceptable even if I had not been a "grown up". The coach agreed and dealt with it.
You didn't get out of your vehicle because you didn't have to. What if this child was blocking a traffic lane and this man was waiting for this kid to move and the kid wasn't going to move for the man? This must be the reason the man got out of his vehicle and did what he did until he was assaulted?
Being that the police officer weighed the facts and sent both party's on there way, proves that there are two sides to every story and the OP may be a little biased when stating the facts.

Of course the OP may be a little biased. However all that proves is that the officer didn't want to deal with the situation. It may have been laziness, it may have been lack of time, or it could have been something else.

Every police officer I know would lock this man up in a heartbeat if this man would have just got out of his vehicle screaming at this child. You're looking at disorderly conduct as well as an assault charge for the slap. There is way more to this story then what the OP is telling you...
