Officer Followed Directly Behind Me
The officer notes says that he was following "directly behind" for 200ft and that I rolled through the stop sign at about 5 miles/hr. If my defense is that I technically violated the law but did so in an emergency situation because the officer was tailgating and the road conditions were poor would this be a good defense?

I would think that "directly behind" means that there were no other vehicles between the cop's car and yours; I don't think it has anything to do with the distance between the two. I don't think your defense strategy would work even if it were true. (I'm guessing you don't think so either.)

this would be midigating circumstances far better to fight what the officer says on the ticket. ie visability etc.

No, that is not a good defense.
