    Applying for a Debit Card While Using a False Name and Identity
    My question involves personal finance in the State of: Ohio

    Paypal has a new service on their website for parents that want to transfer money to their children in college. They offer a debit card that the parent can transfer funds from their Paypal account to the debit card instantly.

    Now here is the problem. What if the "student" is imaginary with a fake DOB and fake name but real street address?
    No social security number was used.

    Is it fraud to create a fake alias to get a paypal debit card if you don't use a ss number or someone else's name?

    I want to use this fake card method for online privacy with purchases.

    Then how are you protecting your privacy? And yes, according to the terms, most likely using any false information to get a card is fraud.
