Copyright Holder Won't Authorize Publication of a Translation
Hi.
A Copyright holder has denied me the permission to publish his translated book after he had permitted me to do so and I prepared everything. What should I do?

You should translate a different book that you are licensed to publish in translation, or you should write your own book.

You could have had plenty of protection by drawing up a contract before starting the work. You elected to operate on the honor system.

No, Because nothing is clear inside Iran. The government may never allow a book to be printed, or allow it only after a very long delay.
And because of sanctions; How could I be sure that the money will arrive at a country that had our banks sanctioned until a year ago? We had no banks there

The status of the law in your country has nothing to do with your failure to enter into a licensing agreement. There's no reason why you could not have made any payment to the author contingent upon your government's allowing publication of the work, or base the compensation on the revenues generated by the work (in which case you would owe nothing if the translation was never published and sold).
