Legal Requirements for Selling Low Volume Beer
Hi, I am a packaging designer who has just designed branding for a new craft beer. I have contacted a microbrewery who are happy to supply me with bottled beer for me to brand (label) and sell.
I plan to initially do this on a low volume scale selling only on stalls. I belive I dont have to apply for a personal licence if I do this no more than 5 times per year by applying for a TEN (Temporary Event Notice) each time. Does anyone know if this is correct?
The other thing I would like to know is would I have to pay duty or is this the responsibility of the brewer? Also would I have to pay VAT and if so how is this done? One thing to mention is that I am not registered as a business.

For those curious in the US, there's no exemption for low volume production. If it's legally salable, the product labelling must be in accordance with the rules and specifically approved by the TTB. I make single barrel wines and even when the entire production is sold to me, I still have to send the labels off to the TTB to get approved.
