May I ask why you're wanting to do this?
If the child is a 17-year-old minor and has no legal father, you commence a paternity action. If the child has a legal father, share the relevant details.
If the child is an adult, you ask the adult if they are interested in voluntarily submitting to a DNA test, and live with the answer... or you let sleeping dogs lie.
