Talk with your school counselor, he/she is required to report any neglect or/and abuse.

she is hardly home but she calls me all the time to tell me what a peice of crap Im and Im home schooled by a program that mails me stuff and grade it when Im finished and mail it back
Then you should contact them or have somebody report it for you.

Negligent treatment - failing to provide adequate food, clothing, shelter, education, health care, supervision or guidance to a child.
