Non Biological Father Wants to Be Put on Birth Certificate
My question involves paternity law for the State of: Louisiana.
I was 9 weeks pregnant when I moved here from Texas to get away from the biological father. I am in hiding right now because I do not want him to know where I am due to past circumstances showing that he is not father material. He does know that I am pregnant though.
I am 26 weeks pregnant now and my significant other (non biological father) would like to be listed as the father on the birth certificate.
Two major problems:
1. I do not want to contact the biological father because he is capable of physically and emotionally abusing I or my significant other out of anger. I am legitimately scared of what he could do and I would be putting my child's safety and life at risk if I contacted him.
2. My significant other is in the army and is stationed in El Paso, Tx. Which means he may or may not be able to be at the birth.
I have no idea what to do and I have no idea where to start to even find out what to do. Please help!

But if I put the biological father on there, he will have rights to him and like I said before, I would be putting my sons life at risk if I did that. I'm asking what I can do to legally have my significant others name put on the birth certificate.

You cannot legally put your significant other's name on the birth certificate. That would be paternity fraud. You can however put no father on the birth certificate at all. That won't stop the actual father from tracking you down and filing to establish paternity, but you can still do that.

Biological father is physically and emotionally abusive. He would push me into walls and put me in head locks knowing full and well that I was carrying a child. That's why I left and haven't had any contact with him. If he can do that to me, there is no telling what he would do to my son. He is vindictive, selfish, persuasive, and will do anything to get his way. I can't and wont have my son around that.
And I'm pretty sure I can put my significant others name on there, I just need to know how I can do it legally.

You can be as pretty sure as you like - it doesn't change the legalities. You and your partner would be committing paternity fraud.
You also need to understand that hiding is not going to help you - it will help your ex, but not you. You have no proof that the child would be in danger. But let's follow that line of thinking.
How many DV convictions does he have, pertaining to you?

Legally, you can't. Period. A birth certificate is meant to be a record of the BIOLOGICAL parentage of the child, not a record of who you like best this week.
Putting your current boyfriend on the birth certificate is not only paternity fraud, but completely stupid. You've known him a couple months. What happens if you break up? You think you'll get to put the next boyfriend on? He knows the child isn't his, but do you REALLY think he'll jump all over paying child support if you break up?
I'm sorry your ex is abusive, but this is not going to solve the problem. Leave the "Father" field blank.

I've known him for 4 years actually. We've been dating for two months and we are both fully aware of the consequences that this holds so I would appreciate it if you wouldn't make assumptions. In saying that, we have every intention on getting married.

None to me but he has one towards an ex wife.
I can have proof because I know he is still on drugs.
Also, I've read that there is a form that all three of us can sign that would allow my significant other to be listed as the father? I know I said I don't want to contact the bio father but if I have to in order to do what I want, I will.
I know I can somehow have his name on there. Like I said before, I'm trying to find the legal way to do it! regardless if I have to contact the bio father!

(Unless you get married before giving birth. Or, you all commit paternity fraud)
Do you understand yet?
He is not convicted of anything pertaining to do - hence the court doesn't really care about his relationship with his ex. You can't prove he's a danger to you or your unborn child. And you cannot prove he's still on drugs.
How badly do you want this to end up?
