Civil Liability
Victimized merchants can sue adult and emancipated minor shoplifters (or the parents or legal guardians of unemancipated minor shoplifters) for the retail value of stolen merchandise, up to $1,500, if the merchandise is not recovered in sellable condition. Merchants are also entitled to a penalty equaling the greater of $75 or five times the value of the stolen merchandise, up to $500.+
I quote upper statement in a website, but it is not legal website. There a mall charge $500 for all the shoplifting no matter how much the item. Can the mall be punish?

The mall is not issuing civil demands.
If you stole from a store and they have issued you a civil demand that exceeds what they can legally charge, you can point that out to them. Even if the amount is within the statutory limit you can attempt to negotiate a lower payoff.
