Can a 16 Year Old Decide Where to Live

My question involves juvenile law in the State of: California

The grandparents of 16 year old grandson who lives in their home with his mother (their daughter) are concerned about what will happen to him if they have her removed from their home. Does he have to go with her or can he stay with them until he is of age?

He obeys his legal guardian rules until he is 18

However... why was he removed?

He goes where mom says he goes so long as she is his legal guardian. She can permit him to remain if she wishes, but, she can also say that he goes with her.
