When to Seek Sole Custody

My question involves a child custody case from the State of: va. The father of our daughter havs been in and out or her life. Over the past 4 years he has not seen her. He up and moved out of state. We have vistion every other weekend at his mother s house. I have continued to let my daughter go with hia mom because the have a good bound but the father has not seen her. I am told he calls or skypes with her but daughter say it doenst happen often. He never calls me unless its to drop child support which is a call about twice a year. Am I in the right to go for sole custody. Our daughter is autistic amd he knows nothing about her and hoq to handle her
