Permission to Use Neruda Poem
I am planning on shooting a short film in which a character serenades another character with a few lines (15 lines or so) from some poems by Pablo Neruda. It looks as if the poems are copyrighted, and not in the public domain. Eventually I want to upload the short to Vimeo, and submit the film to a handful of short film festivals. Do I need to get clearance from the publisher of the poems (UTexas Press), or would this fall under "fair use"? I don't intend on deriving a profit from the short film.

Yes.
But the publisher might not be the owner of the copyright.
You might check the work on the US Copyright Office's website or maybe the publisher can pass on your correspondence.
And make sure you get written consent.
