I actually spoke with a sheriff deputy about LED lighting for vehicles, he said: ANY color except white/amber is a violation. If it is any color but those two that are displayed, most likely the officer will ask to turn off the lighting, depending on how serious the circumstances. The only time it is allowed is when parked in areas such as parking lots where modified car lighting is okay. At NO point in time is red/blue flashing okay, as it is too similar to an officers and may be impersonation of an officer.
I don't generally recommend taking legal advice from cops. He's mostly right. However RCW 46.37.190 pretty much makes it clear:
(4) The lights described in this section shall not be mounted nor used on any vehicle other than a school bus, a private carrier bus, or an authorized emergency or law enforcement vehicle.
You may not even have these devices INSTALLED on your car if you are not authorized.
