Use of Images on Internet
Is a website with a content format like this one linked below an infringement of images copyright or it falls under fair use as an illustration and commentary?

I'd do a similar work, citing sources. Please note that my business resides in the UK but images are usually from the US, i don't think it matters but just to be more precise. Many thanks for your advice

They would need permission to use the pictures. There is no fair use for "illustration purposes," just review or parody. The commentary isn't about the pictures themselves, so it would seem hard to argue the review aspects of fair use. If this site doesn't have permission of the photographer (or whoever owns the copyrights on these), it's more an example of them stealing someone else's photos to dress up their site.
News photogs and the major sports leagues are pretty active in enforcing their rights. Photos taken during games are almost always heavily restricted (because the photographer was under restrictions when he got access to the venue to take them PLUS his own pecuniary interests).
