What is Your Right to Privacy from Store Surveillance Cameras
My question involves civil rights in the State of: Wisconsin
Hi, if store surveillance camera could see you from neck & up in the changing room, does it pose a potential intrusion to personal privacy? An incident happened involving a customer noticing the camera and reported it to the police. Police send investigators to look at the video and filed report. Police indicated that video could only see the customer from neck and up. Customer now is seeking legal damages. What is the likelihood of customer being able to obtain a judgement against the store, what kind of penalties is the store looking at financially, and civil wise? Thank you for your time!

Who are you in this scenario? If you're the store, you already have lawyers working on the case. If you're the customer, your lawyer is the best person to assess what is likely to happen based on the facts.
I don't see any clear authority on the question for the State of Wisconsin. State rules on surveillance cameras vary, and in states that don't prohibit them the outcome of a claim can be affected by such factors as who can observe what is seen on camera, whether there's a recording, who has access to the recording, whether a warning notice is posted, and the like.

was there any notice that you are under video/visual surveillance while in the changing room?
and if there was nothing visible from the neck down. I suspect a suit would result in the customer winning nothing

Customers come in all heights. Neck down on one customer could be very different on another. I find it very hard to believe that ANY store would be foolish enough to put cameras in changing rooms.

well, it is not actually illegal, at least in some states, as long as there is proper notification.
but the op is seeking monetary compensation so whether any other patron was observed is irrelevant, at least for the issue at hand.
