    Are Traffic Surcharges an Unlawful Assessment for Possible Future Offenses
    My question involves criminal law for the Commonwealth of: Massachusetts:

    In 1690's Gov. Phipps made it against the law to use spectral evidence against those accused of Witchcraft, after a girl he knew well was accused. This effectively ended th trials after a shouting match with judge Stoughton who still wanted to execute few of the holdovers.

    I am curious to see that now the Commonwealth has started charging citizens a surcharge on speeding, and other assorted crime,s because in the future the may do worse. So now the legislators are soothsayers, and once again are using spectral evidence, to bilk the citizens of more money for their coffers.

    Is this true? I ask you learned people because I am very curious to know. Thank You for your time.

    Marijuana is not passed out by the MA State Patrol for on duty use. Nor is it passed out by the courts. It appears you are the only one experimenting with hallucinogenics tonight.

    I wish I was. But seeing people get nailed for exorbitant surcharges, because they may cause someone a head injury in the future, is as bad a flim flam as I have ever seen, and there is no way to justify it. To you it might seem a joke, that people are constantly paying for the swill that comes off the floor on Beacon hill, but it is a another rip off. I worked the house and local government and know that this is a way of life. people will fight tooth and claw, climbing into the pocket of the people, to keep their jobs and income from faltering. What tripe.

    Surcharges are triggered by your past record. If you don't want to incur a surcharge, don't commit traffic violations and you won't incur a surcharge.

    Then why are first time offenders being surcharged? At least know your subject before hand. In case you find it hard; Does this constitute "spectral evidence": That which you can not see or prove by any physical means?

    If you can not answer the original question, other then using 5th grade remarks, better to not answer at all, you really look like a two year old with petty remarks because you do not understand the question. It seeming that this is not really a board that attracts intelligent answers.
