If the custodian of those records says you do, then you do.
Normally, letters of administration or letters testamentary are all you'd need from the probate court. While not necessarily a specific order to a specific party, they authorize you to act on behalf of the estate and should suffice with a custodian of medical records.
If you are representing the estate and have not obtained letters of administration or letters testamentary from the probate court, you should do that or you will find that other persons and entities won't give you the time of day without them.
