    Self-Dealing by a Non-Profit Fire Department
    I work for a small fire department in NC with around 50 employees. The fire department is considered a non profit organization. This however is very confusing to me. There a few questions i have about what we are involved in and whether or not these are legal, or just ethical problems.
    1. Board members of the department are profiting from their affiliation, one member who owns a construction company has been awarded contracts large and small from repaving a parking lot to building two of our newest stations, another rents his home from the fire chief.
    2. the chief has used his position to employ his entire family.
    3. the department runs a garage which was intended to repair department vehicles, but now also repairs personally owned vehicles of people in the community and vehicles and equipment of nearby businesses.
    4. the department runs an ambulance service which charges individuals in the community for services provided
    5. the department does various medical standbys in the community, rodeos, sporting events, races etc. employees doing this extra duty use department equipment, and are always paid cash.
