Running a Stop Sign on a Golf Cart in a Gated Community
My question involves a traffic ticket from the state of: California

I was driving my golf cart to the course and was cited for 22450a, running a stop sign. The HOA has invited the CHP to patrol the streets although they are private and the cart is not required to be licensed. The officer said I ran through a stop sign at a T intersection. I well may have not come to a complete stop, but I did not "run" through the stop. There was no other traffic in the area. I'm not sure that he could see me stop from his vantage point up a hill looking down on the sign. The officer was very abrupt and beligerant and there was no discussion to be had about a warning or anything else. He ordered me to stay in my cart while he went to his car to write the ticket. I got out of the cart and moved to the rear and he ordered me back to the cart. Any suggestions?

If you failed to come to a complete stop at the limit line, then the section has been violated.

    Not relevant for VC 22450.

He doesn't have to discuss it with you or give you a warning.

Yes. Next time, stay in the vehicle.

In the meantime, you might want to research whether there actually IS an MOU that grants the CHP permission to enforce the CVC on this private property. Absent some agreement, a roadway that is NOT maintained with public funds is not subject to that code section.
