Where Can You Ask People to Sign Petitions
Don't know where else to put this, and am not finding answers on Google. State of Michigan. This is for a "Great Lakes Carp" petition.

I'm used to people asking people to sign petitions in front of places like the Dept of Human Services/County Building, and the State Capitol Building. Or door-to-door.

And I do see a lot of CraigsList ads that will pay people to get petitions signed.

I have never been approached in a store parking lot before. And it looked like they were also going around the parking lot and writing down license plate numbers of shoppers. I actually asked them, and told them if took down my plate number to remove it immediately. I'm sorry, but 3 people gathered around a single vehicle, and going vehicle-to-vehicle and aisle to aisle....just did not appear to be hoving around a single petitioners vehicle, ya know?

    So my questions are:
    - Where can they legally gather signatures?
    - Can they take down license plate numbers of anyone in a parking lot?

What is the significance of the license plate? Is that some how used as a petition signature? I have never lived in Michigan but that seems odd.

In VA they can collect signatures pretty much anywhere that solicitation is not otherwise prohibited. With some exceptions related to polling places. I have been stopped numerous times leaving grocery stores and walking in parking lots. I haven't in 3 states now had to give anyone my license plate number, typically it is either address or last 4 plus signature.

I'm wondering because it appeared they were walking up and down parking lot aisles and writing down license plate numbers of anyone there.

I've been asked to sign petitions outside grocery stores plenty of times. Also outside the post office. Also at the dump.

To the best of my knowledge there is no law in any state prohibiting someone from writing down license numbers.

Heck, writing down license numbers is used as a school project to help the kids learn letters.

Seriously? I'm not entirely sure why the question had to be asked in the first place.

I kind of understand...I would be a little weirded out by people going around writing down license plate numbers. However, I could only see it being significant to a petition if somehow license plate numbers were identifying info for a petition, which seems really unlikely. So, I really would wonder why the heck they were doing that, and why? I would wonder if perhaps there was some other nefarious reason for doing so. However, with today's smart phones people could collect all kinds of licenses plate numbers on the sly...so what nefarious purpose would require pretending to be collecting signatures on a petition?

    All in all...weird.

It's a really common activity amongst people with autism.

But yeah, if this is a bunch of people trying to get you to sign something, it's a bit weird.

I'm wondering what they can do with the plate numbers, why they would take that down in the first place?

There is very little they can do with the plate numbers. But if they want to waste their time writing down numbers that they cannot use to identify anyone with, there isn't any law that's going to stop them.
