Using a License from a Different State While Under a Drunk Driving Suspension
My question involves criminal law for the state of: Arizona
I am currently serving an Implied Consent suspension for drunk driving which requires a special ignition interlock device to be installed in my vehicle, at which point, AZDOT will issue me a restricted drivers license.
I also have a valid, NY State Drivers license which is good until 2017. When I punched in my NY State drivers license in to the NY DMV drivers license status portal, it shows my status as: "You Can Drive" and my driving privileges as: FULL with no restrictions.
I currently reside in Arizona. My question is: Is it legal for me to rent a vehicle from say Hertz or Enterprise using my NY State license and driving with my NY State license?

You get caught and your AZ record will come up on the officer's computer and then you are toast.

You are not a NYS resident so you should not have a NYS license. The only valid license you should have is one from your current state of residence (AZ). When you applied for your AZ license you should have been required to surrender your NYS license.
If you were to move to CA you would need to get a CA license, if you were visiting you would be required to use the license from your current state of residence (AZ). You can review the AZ requirements for getting a license after moving to AZ, they require you turn in your out of state license.

on it's face it may be valid but in reality, it isn't. Once you move and establish residency in another state, the license from the old state is no longer valid as your license. You must obtain a license from your current state of residence. Many states have an "immediate" requirement while others offer some grace period of various duration.

it is legal basically but using a license that is not "true" can easily result in criminal fraud charges or other various criminal issues if you use that incorrect license and fail to complete the contract as written.
In other words: if you are pulled over using the NY license and the ruse is discovered, there is a great chance you will end up in the pokey. It is illegal to do what you are suggesting.

Hold up a second - it is legal to hold a valid (legal) license from two different states, is it not? Just as it's possible to legally reside in more than one state. My NY state license is %100 true and valid, so where is the illegality? I'm not attempting to "skate" or try my luck, or drive unlawfully, I'm trying to obtain accurate information on whether it is legal to drive on my Ny State license in Arizona or not.

As soon as you have an accident and the suspension comes up you will likely find your insurance does not cover unlicensed drivers. According to the Interstate Drivers License Compact that NY license is not worth the plastic it is printed on. Hope you like losing everything you own.

You can have 49 valid licenses (if such a thing were permitted) but if you are IN Arizona and Arizona has suspended your driving privilege in their state, then you are committing that offense.
And, if you were in CA and had not yet been suspended here, and were a visitor and not a resident (and thus required to have a CA license), and you presented a valid NY license, you'd likely have no problems here.

A. Except as otherwise provided in this subsection, a person who drives a motor vehicle on a public highway when the person's privilege to drive a motor vehicle is suspended, revoked, canceled or refused or when the person is disqualified from driving is guilty of a class 1 misdemeanor. If the suspension is pursuant to section 28-1601 and the person presents to the court evidence that the person's privilege to drive has been reinstated, the court may dismiss the charge of driving under a suspended driver license.

No, you cannot legally operate a motor vehicle in Arizona so long as your license/driving privilege there is suspended or revoked.
