I would like to know how long does it take to issue a arrest warrant on someone pertaining to claiming they was sexually assaulted when the person really wasn't. And it aint enough evidence but the crime happened in November 2014.

November 2014 has not happened yet. So, I presume you meant to write "November 2013."
There's no set time frame to obtain an arrest warrant. The answer can be anywhere between, "A few hours," to, "The last day of the end of the statute of limitations" (which can be many years depending on the exact offense and the state where it occurred).
The state can seek a warrant at most any time that they feel they have enough evidence to establish probable cause, and that they feel they can make a case to a court at trial. So, if you are looking for a safe zone, if it has only been 5 months you may have another few years before you are out of the woods.
What isn't enough evidence?
What makes you think the state is inclined to issue any charges in the matter?
