Custodial Parent Moved to Neighboring County
My question involves a child custody case from the State of: Pennsylvania
My boyfriend has full custody of his children and the mother has no visitation. He does allow her to see them upon her request. We also go out of our way often to arrange visitation. We recently moved to another county but we still live about and hour away. We did inform her of our plan to move well in advance but it was not through the courts or in writing. She is now threatening to take him to court saying he will get in trouble for leaving the county. Is this true?

Since we cannot see his order, or how much visitation Mom has, or the terms of her visitation, it's not easy to advise him.
Generally, the non-relocating parent can absolutely object to the move. He should have filed a new parenting plan too - I'm guessing he didn't?
So let's back up a little. What kind of visitation does Mom have?

She does not have any visitation. And no he did file for a new parenting plan. He was not aware it would be an issue and I have no experience with this type of thing so I did not know either.

Now she has no visitation.
How does that work exactly?

She does not have any visitation. He allows her to see them if she asks and we accommodate by bringing them to see her if are in the area, or picking her up from the bus if she decides to come here. She doesn't make much of an attempt, but claims he does not allow her to see them. And he will not post. He does not see a reason to worry but I just want to be sure.

Look. If he wants help (and he's not off the hook), we need to know EXACTLY what the court order says and why Mom doesn't have court ordered visitation.
Other than that, he can dispute her claims in court.
And if he doesn't want to post, well...that tells me an awful lot.

He does not want to post because he doesn't think he has anything to worry about. He is also at work and not capable of posting. He doesn't know anymore than I do.
The only documentation i have seen and the only doc he says he has says that the children are in custody of him as of such and such day.
She was living in a womens shelter with the kids (this happened almost 3 years ago) she was drug tested and failed the test and was kicked out. Children and youth removed them from her care and placed them with him. They went to court and he was awarded full custody.

That's scary because he presumably was in court. He presumably was handed a court order. He presumably was there when orders were made that presumably effected the lives of both him and his children. That he doesn't know any more than you do concerning something that INTIMATELY involves him gives an idea of how intricately involved in the lives of his children he is when it really matters. This REALLY matters.
If he has no idea what his court order says, then the best answer we can give you is there might be a problem and there might not be one. Depends on that what that piece of paper says. There is no such legal term as "full" custody

Ok I know all that he does because he told me everything he knows. And the only docs he has says:
AND NOW to wit, this April 23, 2012 it is hereby ordered that:
The above captioned case is closed effective 7/19/11 as the children are in the custody of the defendant. There are no arrears.

Those are not custody orders.
