L1 to H4 Cos While Spouse H1 is on Extension

I am on l1 from 3 yrs and my USA employment will be complete in 1 month

I have few queries

1. When is the correct time to submit cos. Is it 2 weeks before so that I ll be sure that I get my receipt number or immediately? I ll be getting 2 pay slips this month. Will that be not an issue if i submit immediately?

2. My husband h1 is on extension and he got a query from usics few days back and he submitted docs. He applied for extn 5 months back. Will I be able to submit cos and get my h4 approved? If so where should I give his details?

Please help me .. I have been trying to get this info from long time I have a infant and I Cannot travel to my home country

Having an infant does not prevent you from traveling; don't exaggerate.

Is he currently in status with a valid I-94? have you ever had an H4 stamping?

Yes he is in status and I never had h4 earlier
